Oman's best free zone opportunities are in **logistics and re-export**, **downstream metals and petrochemicals**, **food and pharmaceutical manufacturing**, **renewable energy and green hydrogen supply chains**, and **port services** — each concentrated in a different zone. Since April 2025, every zone follows **Royal Decree 38/2025**, which offers 100% foreign ownership, no customs duty inside the zones, no fixed minimum capital and a 10-year income tax exemption. The decision is therefore less about incentives and more about which location fits your supply chain.

This roadmap sets out what each major zone is targeting, how the incentives work, and how to move from an idea to a licence.

## What changed in 2025–2026?

The Special Economic Zones and Free Zones Law brought Duqm and the free zones under a single framework supervised by [OPAZ](https://www.opaz.gov.om/):

- **Income tax:** 10-year exemption from the start of operations; two extension periods possible for activities of a special nature. Banks, insurance, telecoms, construction and land and sea transport are excluded.
- **Customs:** no duties on goods entering or leaving the zones.
- **Ownership:** 100% foreign ownership for enterprises, operators and developers.
- **Capital:** no minimum capital, subject to approval.
- **Property:** freehold sales of units to non-Omanis in approved developments, with gated communities allowed.
- **Transition:** companies already operating keep their existing incentives until they expire.

The executive regulations (Regulation 81/2026) followed in September 2026, introducing automatic licence issue and renewal through the one-stop shop, deadlines for decisions on applications, escrow rules for off-plan sales and residence rights for investors, unit owners and their families.

## Opportunities by zone

### Duqm Special Economic Zone (SEZAD): heavy industry and energy

[Duqm](https://omanregister.com/free-zones/duqm-special-economic-zone/) is Oman's largest economic zone, on the Arabian Sea coast in Al Wusta, with a commercial port, dry dock, refinery and large land banks.

Where the opportunities are:

- **Green hydrogen and ammonia supply chains:** several large projects have been awarded land in the Duqm area; suppliers of engineering, maintenance, equipment and logistics services are needed around them.
- **Petrochemicals and refinery downstream:** using feedstock from the Duqm refinery.
- **Port and marine services:** ship repair, bunkering support, warehousing.
- **Construction materials and fabrication** for projects in the zone.

Best for: large industrial investors and service companies supporting energy projects.

### Sohar Free Zone: export manufacturing and metals

[Sohar Free Zone](https://omanregister.com/free-zones/sohar-free-zone/) sits beside Sohar Port in North Batinah, within road reach of the UAE, and already hosts metals, chemicals and food companies.

Where the opportunities are:

- **Metals downstream:** products using locally produced aluminium and steel
- **Food processing and packaging** linked to the port's food and agricultural import flows
- **Chemicals and plastics** using feedstock from the Sohar industrial port area
- **Logistics and distribution** for the UAE and wider GCC

Best for: export manufacturers that need port-side land.

### Salalah Free Zone: Indian Ocean manufacturing and trade

[Salalah Free Zone](https://omanregister.com/free-zones/salalah-free-zone/) is next to the Port of Salalah on main east–west shipping lanes, giving fast access to East Africa, South Asia and, under the Oman–US Free Trade Agreement, the United States.

Where the opportunities are:

- **Pharmaceuticals and medical products** for regional supply
- **Chemicals and minerals processing**
- **Food processing** using Dhofar's agriculture and fisheries
- **Transshipment-linked manufacturing and assembly**

Best for: exporters targeting Africa, South Asia or the US.

### Khazaen Economic City and Free Zone: logistics near Muscat

[Khazaen](https://omanregister.com/free-zones/khazaen-free-zone/) in Barka is an inland logistics city with a dry port linked to Sohar Port. Two free zones were created there in 2023 — one for light and medium industry and logistics, one for business and trade.

Where the opportunities are:

- **Distribution centres** serving the Muscat market
- **E-commerce fulfilment and last-mile logistics**
- **Light manufacturing, packaging and assembly**
- **SME warehousing** in ready-built units

Best for: distributors and light industry that want to be close to Oman's largest consumer market. More in our [Khazaen Free Zone guide](https://omanregister.com/khazaen-free-zone-a-strategic-investment-hub-in-oman/).

### Other zones to consider

- **Al Mazunah Free Zone** on the Yemen border — cross-border trade.
- **Muscat International Airport Free Zone** — air cargo and high-value goods.
- **Al Dhahirah and Al Rawdah SEZs** — land-border trade with Saudi Arabia and the UAE.

## Comparison of the main zones

| Factor | Duqm (SEZAD) | Sohar Free Zone | Salalah Free Zone | Khazaen |
|---|---|---|---|---|
| Main sectors | Energy, petrochemicals, heavy industry, marine | Metals, chemicals, food, logistics | Pharma, chemicals, food, transshipment | Logistics, distribution, light industry |
| Transport | Deep-water port, airport | Deep-water port, UAE road links | Deep-water port, airport | Dry port, Muscat Expressway |
| Typical investor | Large industrial and energy projects | Export manufacturers | Exporters to Africa, Asia, US | Distributors, SMEs |
| Core incentives | RD 38/2025 framework | RD 38/2025 framework | RD 38/2025 framework | RD 38/2025 framework |

Land rates, utility tariffs and Omanisation targets are set by each zone and often agreed case by case. For a detailed head-to-head, see Duqm vs Sohar vs Salalah.

## How to turn an opportunity into an investment

1. **Define the market.** If most sales will be in Oman, compare a free zone with a mainland company or an industrial city — goods entering the mainland from a zone are treated as imports.
2. **Shortlist two zones** based on port access, feedstock and customers.
3. **Request land or premises offers** and written quotes for lease, service and licence fees.
4. **Check sector approvals** — food, pharmaceuticals, chemicals and energy need additional permits.
5. **Confirm your tax position** under the 2025 law, especially if you want an extension for a special-nature activity.
6. **Register the company** and apply for visas. Our [free zone registration guide](https://omanregister.com/oman-free-zone-company-registration-the-2026-complete-guide/) walks through each step.

## Common mistakes investors make

- **Choosing a zone because of an outdated tax holiday figure.** Older articles quote 25–30-year holidays; new entrants now get the 10-year framework.
- **Ignoring the local-market cost.** Duty and VAT on sales into Oman can outweigh the tax saving.
- **Underestimating Omanisation and visa planning.** Hiring targets apply and rise over time.
- **Relying on verbal offers.** Lease discounts and incentives change; get them in the term sheet.

## Residency for free zone investors

A free zone company can sponsor an investor visa for its owners and staff. Larger investors can also qualify for the 10-year [golden residency](https://omanregister.com/golden-visa/), which, under the programme relaunched in 2025, starts from about OMR 200,000 for most routes. The 2026 zone regulations also add residence rights for buyers of units in approved freehold developments.

## FAQ

**What is Royal Decree 38/2025?**

It is the Special Economic Zones and Free Zones Law, in force since April 2025. It replaced the 2002 Free Zones Law and the 2011 Duqm SEZ law with one framework, including a 10-year income tax exemption, customs exemption, 100% foreign ownership and a one-stop shop.

**Which sectors offer the best opportunities in Oman's free zones?**

The zones are targeting logistics and re-export, metals and petrochemicals downstream, food processing, pharmaceuticals and medical supplies, renewable energy and green hydrogen supply chains, and port and maritime services.

**Is there a minimum capital to invest in an Oman free zone?**

The 2025 law exempts enterprises and developers from a minimum capital requirement, subject to approval. Industrial projects are assessed on their investment plan.

**Can investing in a free zone give me residency in Oman?**

Owning a free zone company lets you obtain an investor visa through it. Buying a unit in an approved freehold development in a zone, or meeting the golden residency investment thresholds, can give long-term residence.

**Are free zone incentives the same in every zone?**

The core tax, customs and ownership incentives are now the same under one law, but land prices, infrastructure, port access and the sectors each zone prioritises differ.
