The freelance registration allows Omani nationals aged 18 or over to work for themselves — providing services or products — without a permanent workplace and without a full commercial licence. It covers up to three occupations from an official list and requires a licence from the Ministry of Labour before work begins. It is not open to foreigners.

Who can apply?

  • Omani nationals only
  • Aged 18 or older
  • Applying personally through the Oman Business Platform with an electronically authenticated ID card

It is allowed even if you are already an investor in other commercial registrations. Each person may hold only one freelance registration.

The permitted list is maintained by the authorities and changes from time to time, so check the current list on the platform before applying rather than relying on older lists published online.

  2. Choose the freelance registration and select up to three permitted occupations.
  3. Submit the application and pay the fees.

Practical tips

  • Make sure the occupation you want is on the current permitted list before applying.
  • Keep the Ministry of Labour licence valid; working without it is not allowed.
  • Keep records of your income. Although most individual freelancers fall far below it, Oman's new personal income tax applies from 2028 to individuals earning more than OMR 42,000 a year.
  • If you start hiring or need a shop, move to an individual firm or SPC.

Relevant laws and rules

  • Commercial Register Law — Royal Decree 3/74 and Executive Regulations (Ministerial Decision 121/86)
  • Ministry of Labour rules on freelance work licences
