Al Suwaiq Industrial City is a new Madayn industrial estate in North Al Batinah Governorate covering about 12.2 million m2. It targets food and fisheries processing and light manufacturing, with industrial land rent-free for the first two years. As of late 2026 it is in its first development phase, so it suits investors who can secure land now and build as the infrastructure arrives.

Where is Al Suwaiq Industrial City?

The city is in the Wilayat of Al Suwaiq on the Batinah coast, between Muscat and Sohar. The Batinah Expressway and the coastal highway link it to both, and the Sohar Port and Freezone complex is the closest deep-water container port. The small Port Suwaiq is nearby for fisheries and coastal shipping. Muscat International Airport is reachable by expressway, and the UAE border crossings north of Sohar are within a few hours' drive.

The pitch is simple: land in a growing coastal region with lower rent than the established estates, close to fishing and agricultural supply, and on the main road between Oman's two biggest markets.

What stage of development is it at?

Be realistic about timing.

  • 2024: Madayn lists 2024 as the inauguration year. A consultancy tender for design and supervision was issued around then.
  • March 2026: The first three investment contracts were signed. They cover more than 11,000 m2 with an initial investment of about OMR 1.6 million, for recycled PET, industrial oil refining, polymer modification, and bitumen melting and storage.
  • March 2026: Bids for Phase 1 infrastructure (roads, water, power, sewage, a facilities building and agri-tech greenhouses) were opened. The lowest bid was about OMR 45.4 million. Reports give different sizes for Phase 1, from about 1.3 million to 2.5 million m2.
  • 2026–2030: Build-out is phased under Madayn's plan for the 11th Five-Year Plan. That plan includes a Madayn Entrepreneurial Complex for SMEs and a Madayn Agricultural Complex.

In practice, the services you need on your plot (power capacity, water, sewage, road access) may not be ready on day one. Ask Madayn for the handover schedule of the specific plot you are offered.

Which industries does Al Suwaiq target?

According to Madayn, the focus is:

  • food and fisheries processing, and food and beverage supply
  • light manufacturing
  • future sectors: petrochemicals, pharmaceuticals, recycling and logistics

The agricultural complex and greenhouse units point to agri-tech and food security. The first contracts show that recycling and downstream chemical processing are also welcome.

Incentives and ownership rules

The general Madayn package applies:

  • Up to 100% foreign ownership in Madayn industrial cities, in line with the Foreign Capital Investment Law.
  • Leases of up to 30 years, renewable, with the right to sell buildings, sublease facilities and add partners to the lease.
  • Customs exemption on production inputs for licensed industrial projects, subject to approval.
  • Developed plots with basic utilities as each phase is completed, and freedom to operate 24 hours a day.
  • Corporate income tax at Oman's standard 15%. Do not assume older five-year tax holidays apply; confirm your position with a tax adviser.

Note that Madayn estates are not free zones. Goods sold into Oman's local market pay normal duties, and there is no general tax holiday.

How to get land and a licence in Al Suwaiq Industrial City

  1. Register your company. Set up an LLC or SPC on the Oman Business Platform with the right industrial activity codes. See how to register a company online.
  2. Prepare a project profile. List the products, process, plot size, power and water demand, number of workers, waste and emissions, and investment value.
  3. Apply to Madayn. Submit the land request through the Madayn e-services portal (e-Masar) or at a Masar service centre.
  4. Plot allocation. Madayn reviews the project and notifies you of the allocated plot.
  5. Sign the usufruct (lease) agreement. You pay the first-year charges and any guarantees set by Madayn.
  6. Get permits. You need building permits from Madayn, environmental approval from the Environment Authority, and, for factories, industrial registration with the Ministry of Commerce, Industry and Investment Promotion.
  7. Build, connect utilities and hire. After that, apply for work permits and residence visas for your staff.

Documents usually required

  • Commercial Registration (CR) certificate and company documents
  • Passport or ID copies of the owners and the authorised signatory
  • Project description or feasibility study with the site layout
  • Technical data on power, water and environmental impact
  • Power of attorney if an agent applies for you

What does it cost?

Madayn's published industrial rent for Al Suwaiq is free for the first two years and OMR 0.5 per m2 per year for years three to five (Madayn city page, 2026). Plan for these cost components as well:

  • rent from year six onward (set in the lease)
  • the common area maintenance (service) charge
  • Madayn application, allocation and permit fees, according to its current fee schedule
  • utility connection and consumption charges
  • construction and fit-out
  • company registration and municipal or chamber fees
  • labour costs, including work permits

Ask Madayn for a written quote on your specific plot. There is no single published all-in figure.

How long does it take?

Company registration on the Oman Business Platform can take a few days if the documents are in order. A Madayn land application typically takes a few weeks to allocate, depending on the plot and the activity. In Al Suwaiq, the bigger variable is when Phase 1 infrastructure is handed over, which depends on progress with the works that started in 2026.
