A family of four in Muscat typically spends about OMR 1,100–1,500 a month with an apartment, one car and a community school, and about OMR 2,200–3,500 a month with a villa, two cars and international schooling. Rent and school fees explain almost all of that gap. Food, fuel and utilities are moderate by Gulf standards.
The figures below are October 2026 estimates in Omani rials (OMR; 1 OMR is about USD 2.60, pegged). They combine crowd-sourced price data, published school fees and rental listings. Use them to test a job offer or a business plan, then replace each line with real quotes from landlords and schools.
How much does a family of four need per month in Muscat?
| Budget line | Modest (flat, community school) | Comfortable (larger flat, mid-range school) | Premium (villa, international school) |
|---|---|---|---|
| Rent | OMR 300–400 | OMR 450–650 | OMR 800–1,500 |
| School fees, 2 children (monthly equivalent) | OMR 75–90 | OMR 200–450 | OMR 700–1,000+ |
| Groceries and household | OMR 220–300 | OMR 300–400 | OMR 400–550 |

| Car running costs (fuel, insurance, service) | OMR 60–100 | OMR 100–150 | OMR 180–250 (2 cars) |
| Eating out, activities, clothing, other | OMR 150–250 | OMR 250–400 | OMR 400–600 |
| Typical total | OMR 1,100–1,500 | OMR 1,500–2,200 | OMR 2,200–3,500+ |
These are our working ranges, not a single published figure. For comparison, Livingcost.org put a family of four at about USD 2,750 a month with rent in June 2026 (about OMR 1,060). That figure does not include school fees, so treat it as a floor for an expat family.
Not included above: car loans or leases, health insurance if your employer does not cover dependants, flights home, savings and money sent home. For many families these lines cost more than groceries, so add them as fixed amounts.

How much is rent in Muscat for a family?
Rent is the largest fixed cost, and the area you choose drives it. Reported 2025–2026 ranges:
| Home | Area | Typical monthly rent |
|---|---|---|
| 1-bedroom apartment | Al Khuwair | OMR 180–300 |
| 1-bedroom apartment | Qurum | OMR 250–400 |
| 2-bedroom apartment with pool | Al Mouj | OMR 500–800 |
| 3-bedroom villa with garden | Al Mouj | OMR 1,000–1,500 |
| Larger family or luxury villa | Prime areas | OMR 1,500+ |
| 3-bedroom apartment | City centre / outer areas | about OMR 420 / about OMR 280 |
Sources: Expat Focus for area ranges, and Livingcost.org (converted from USD) for the 3-bedroom averages. A furnished 85 m² flat in a normal area averaged about OMR 274 on Expatistan in January 2026.
Which areas do families choose?
- Al Khuwair and Ghubra: central, near offices, many apartment buildings and several community schools.
- Qurum and Shatti Al Qurum: an established expat area near the beach and parks, with higher rents.
- Madinat Sultan Qaboos: quiet and leafy, with older villas and a settled expat community.
- Al Mouj: a planned waterfront community near Seeb with a marina and golf course. It is the most polished and usually the most expensive.
- Bawshar, Al Ansab and Seeb / Mawaleh: more space for the money, but longer drives at rush hour.
Choose the school first, then rent nearby. Peak-hour traffic on Sultan Qaboos Street can wipe out the saving of a cheaper villa further out.
What to check before signing a lease
- Leases usually run one year. Landlords often ask for post-dated cheques, sometimes for the whole year.
- The lease must be registered with Muscat Municipality. The registration fee is 3% of the rent and is legally the landlord's duty, but some leases pass it on to the tenant. Agree it in writing.
- Agency commission is commonly about one month's rent, and there is no legal cap.
- Ask whether air-conditioning servicing and maintenance are included, and request last summer's electricity bills.
- If your visa or contract is new, negotiate an early-exit clause.
How much are school fees in Muscat?
Expat children cannot attend Oman's public schools free of charge, so school fees are the budget line that decides where you land. Fees are charged per child, so a second child doubles the line.
| School type | Examples | Annual tuition (approx., 2025–26 / 2026–27) |
|---|---|---|
| Indian community (CBSE) | Indian School Muscat, Indian School Seeb | OMR 430–660 |
| Omani private / bilingual | Many Ministry of Education-licensed schools | Typically OMR 750, ranging from about 300 to 2,300 |
| British curriculum private | Wide range of schools | Typically about OMR 1,400, up to 5,500 |
| Premium international | British School Muscat, ABA (IB), TAISM | From about OMR 4,200–5,600 for entry grades, higher in senior years |
Sources: Doris.school for Indian School Muscat (OMR 43–51 a month by grade for Indian nationals) and Mdares for curriculum ranges and starting fees. Indian School Muscat added OMR 2 a month in tuition from 2026, and Indian schools also charge a refundable new-admission deposit.
Budget for the extras as well: registration or assessment fees, seat deposits, uniforms, books, school buses, trips and exam fees. Popular schools have waiting lists for younger grades, so apply as soon as the move looks likely and confirm a place before signing a lease.

Groceries, utilities and transport: what do they cost?
Groceries
Local and regional food is good value: vegetables, fruit, dates, fish, chicken, rice and lentils. Imported European and American brands carry a clear premium. Livingcost.org's June 2026 prices give a feel for basics: about USD 2.30 (OMR 0.89) for a litre of milk, USD 2.90 (OMR 1.11) for 12 eggs and USD 6.60 (OMR 2.55) for a kilo of chicken breast. A family that shops at hypermarkets for staples and at local markets for fresh produce can stay near OMR 250 a month.
Electricity and water
The power bill swings with the seasons. From May to September the air conditioning runs most of the day, and a villa costs far more to cool than a flat. Accounts in a resident's name pay the non-subsidised "resident" tariff, which was set in 2021 at 20–30 baisa per kWh depending on consumption, according to the Oman Observer. Expatistan puts typical utilities for an 85 m² flat at about OMR 68 a month. Check whether the lease includes utilities.
Internet and mobile
Fibre broadband averages about USD 70 (OMR 27) a month on Livingcost.org. Omantel, Ooredoo and Vodafone Oman all sell home and mobile bundles, so compare current offers.
Car and fuel
A car is close to essential for families, because public bus routes are limited. Fuel is cheap: in October 2026, M91 cost 229 baisa and M95 239 baisa per litre. The bigger costs are buying or leasing the car, insurance and servicing.
Example: an Indian family of four in a two-bedroom flat
Two parents, children in Grades 3 and 7 at an Indian community school, one mid-size car, a flat in a mid-range area such as Al Khuwair or Ghubra:
| Line | OMR per month |
|---|---|
| Rent, 2-bedroom flat | 350 |
| School fees for 2 children (about OMR 44 each), plus bus and books | 120 |
| Groceries and household | 260 |
| Electricity, water, internet, mobiles | 90 |
| Fuel, insurance, servicing (no loan) | 90 |
| Eating out, outings, activities | 110 |
| Clothes, uninsured health costs, other | 130 |
| Total | about 1,150 |
Same family with a villa and an international school
Three lines change: villa rent about OMR 900, international fees for two children about OMR 800 a month, and utilities about OMR 180. The total rises to about OMR 2,600. Schooling and housing account for almost all of the difference, so get firm quotes for those two before you agree a salary package.

One-off costs to budget before you move
Moving costs land in the first six to eight weeks, often before the first salary arrives.
- Residence for the working parent. This is an employer-sponsored work permit and visa, or investor residency if you set up your own company.
- Family joining visas. The sponsor's minimum monthly salary was lowered to OMR 150 in 2023, but each dependant visa has its own government fee.
- Medicals and resident cards. Resident cards cost OMR 5 per year of validity (one to three years) under ROP Decision 78/2025. Adults also need a medical fitness exam.
- Document attestation. Marriage and birth certificates and degrees must be attested in your home country and then in Oman.
- Housing deposits. These include a security deposit, agency commission, utility connection deposits and post-dated cheques.
- Furniture and appliances. Many flats are let unfurnished, and some come without air-conditioning units.
- School registration. Expect registration fees, deposits, uniforms and books before term starts.
- A car. A used car from a departing expat is often the cheapest option.
Keep a buffer of two to three months' living costs on top of these: roughly OMR 2,500–4,500 for a modest household and OMR 6,500–10,000 for a premium one.
Does Oman tax salaries?
Not yet. Oman has no personal income tax in 2026. Royal Decree 56/2025 introduces a 5% tax from 1 January 2028, but only on income above OMR 42,000 a year, so most families will not pay it. VAT is 5% on most purchases. Our Oman tax guide has the details.
Common budgeting mistakes
- Treating online averages as a budget. Most calculators leave out school fees.
- Renting before securing a school place. You can end up with a long daily commute.
- Ignoring summer electricity. A villa's July bill can be several times its January bill.
- Not checking dependants' cover. Many packages insure the employee only.
- Mixing setup money with the monthly budget. Families who do this often end up paying school fees on a credit card.
Your Muscat family budget checklist
- Get the current fee schedules from two or three schools, including all extras.
- Price rentals near those schools on live listings, and note the cheque terms.
- Get your package in writing: housing allowance, school allowance per child, family health insurance and annual flights.
- Keep setup and visa costs separate from monthly spending.
- Leave a buffer for a bad month.

Frequently asked questions

What salary is needed to bring a family to Oman?
The ROP minimum monthly salary for sponsoring a family joining visa was cut to OMR 150 in 2023. That is a legal minimum, not a realistic budget; most families need several times that amount.

Is Muscat cheaper than Dubai?
For most families, yes. Rents in Muscat are generally lower than in Dubai, but international school fees are similar enough that the saving depends on your housing choice.
Is there income tax for expats in Oman?
Not in 2026. Royal Decree 56/2025 introduces a 5% personal income tax from 1 January 2028, but only on income above OMR 42,000 a year, so most families are unaffected.
How much is petrol in Oman?
In October 2026, M91 cost 229 baisa and M95 239 baisa per litre, under Oman's capped fuel pricing.
